Please  indicate your view on each of the budget proposals for 2019/20 by ticking the appropriate boxes below:

Question Title

1. The Council has indicated that it may need to increase its council share of the council tax by a maximum of 2.99%. This would increase council tax for a band D property from £126.40 to £130.18. What are your views on this level of increase in council tax?

Question Title

* 2. The Council is proposing to freeze car parking charges. What are your views on this proposal?

Question Title

* 3. On 11 December, Council approved the following changes to waste and recycling services to start in November 2019:
~ a fortnightly collection of dry recyclates enhanced to include additional materials (i.e. waste electrical and electronic equipment (WEEE), textiles and cartons) and a change in receptacle for cardboard;
~ a separated weekly food waste collection;
~ a separated fortnightly garden waste collection;
~ a three month suspension of the garden waste collection service over winter.
We are reviewing and may reduce the annual fee for the discretionary garden waste service. Across Gloucestershire the following fees are in place:
Authority Service details Annual fee (£)
Cotswold Weekly collection 30.00
15.00 *
Cheltenham Fortnightly 42.00
Forest of Dean Fortnightly 30.00
Gloucester City Fortnightly 42.00
Stroud Fortnightly and break in winter 39.00
Tewkesbury Fortnightly 45.00
* £15 discounted fee for customers on relevant means tested benefits and village halls

We have calculated that a suitable fee for a fortnightly collection service with a 3 month break is about £27 (discounted rate of £13).

What price should we set for the revised garden waste collection service?

4. Other than the changes to waste and recycling services identified above, the Council is not proposing to make changes to standards in front line services for 2019/20. Do you agree or disagree with this?

Question Title

* 5. The Council is not proposing to make any changes to grants to the voluntary sector for 2019/20. Do you agree or disagree with this?

Question Title

* 6. The Council plans to use £1.845 million of New Homes Bonus to protect the delivery of existing services to the community. Any New Homes Bonus received over this amount will be made available to fund investment in initiatives which support the Council priorities such as car parking. What are your views on this proposal?

Question Title

* 7. Looking to the longer term, should the Council need to make savings as a result of changes to central government funding, how would you prioritise the following options? Please rank the following 6 options with 1 being the most acceptable and 6 being the least acceptable option.

Question Title

* 8. Since 2013, the Council has provided grants to some town and parish councils to compensate them for council tax lost through changes to accounting arrangements for local council tax support. The grants were funded from the revenue support grant received by the Council. From April 2019 the Council will no longer receive any revenue support grant from central government so we have been phasing out the grant to the town and parish councils. From 2019/20 no local council tax support grant will be passed to town and parish councils which saves the Council around £30,000. What are your views on this proposal?

Question Title

* 9. Please add below any further comments for the Council to consider as part of its budget setting meeting in February. Please note that roads/highways are the responsibility of Gloucestershire County Council and not Cotswold District Council.
