Delivering net zero & sustainable retrofit and redevelopment – your planning experience

LPA retrofit and redevelopment research

The findings of this survey will help to inform LPA's latest research on how the planning system is equipped to assess proposed retrofit and redevelopment projects in a net zero context, deliver holistic sustainable development and support the decarbonisation of the built environment.
1.What is your role within your organisation?
2.Have you worked on projects which have considered design options around retrofit (making use of an existing building) and redevelopment (demolition and rebuilding)?
3.For these projects, were you aware of any planning guidance on how to assess the various benefits and impacts of different design options for retrofit and redevelopment?
4.Do you think that, at a local planning authority level, clearer guidance is required on how to assess the various benefits and impacts of different design options for retrofit and redevelopment?
5.Did your comparison of retrofit and redevelopment options include an assessment of whole life carbon emissions?
6.If you answered yes to the last question, did the assessment of whole life carbon emissions inform the decision making process on whether to retrofit or redevelop the building?
7.Please describe the issues (including whole life carbon, if relevant) that influenced the decision making process on whether to retrofit or redevelop the building
8.Approximately how many design options for retrofit or redevelopment were considered during the pre-application process?
9.Did the project experience delays in the pre-planning process due to a lack of clarity around retrofit and redevelopment?
10.In the last 12 months have you chosen to not to purchase a site/put forward plans because of uncertainty over how it was going to be assessed?
11.Do you think that the provision of nationally applied, standardised guidance on how to assess retrofit and redevelopment design options would be beneficial for the development and planning sectors?
