Part 1 - General questions on the use of the Policy in decision making

* 1. The draft Policy is detailed and covers many areas of housing enforcement. One of its aims is to assist the Council in making consistent and fair decisions on the most appropriate action to take, when a substandard property is identified.

* 2. The draft penalty matrices and the examples of aggravating and mitigating factors identified in Appendix 5 aim to assist the Council in making consistent and proportionate decisions on the level of penalty to be applied for different offences and situations. 

Provide your view on the statement "The matrices and Appendix 5 will help the Council make consistent and proportionate decisions for a range of different offences and situations."

Part 2 - Specific questions regarding levels of Penalty

The Policy and the penalty matrices identify the matters for consideration in decisions on the levels of civil penalty to be applied.
