Definition: A framework agreement establishes terms for awarding contracts to suppliers based on quality and cost proposals, call-offs are undertaken either through a further competition or direct appointment to the supplier based on the framework terms. A Dynamic Purchasing System (DPS) differs to a Framework Agreement in that it is always open to applications from suppliers to join the DPS during its term and each call off must be through further competition (there is no option for direct award through a DPS)
