The draft Vision for the Billingshurst Neighbourhood Plan is as follows:

'In 2031, new housing developments in Billingshurst are attractive and blend into the locality, whilst offering a balance of accommodation to meet all needs. Great public spaces, effective off-road parking, properties maximising renewable energy sources, promoting sustainability and efficiency. The synergy that comes from the inclusive community and physical infrastructure will make Billingshurst work well for everyone. Medical facilities will meet the needs of the residents, schools will have ample pupil spaces and leisure, sport and play opportunities will encourage healthy living. A thriving arts and cultural life will offer visitors and residents alike a wide choice of activities.
Flooding will be controlled, green spaces will be protected and movement around the area will be enjoyable and easily managed. Cycling and walking will be encouraged and promoted, car use, congestion and pollution reduced. Historically, Billingshurst has been at a vital crossroads and continues to provide excellent road, rail and bus access, coupled with ample and convenient parking for a range of local shops offering comprehensive services. Fast broadband is available throughout the area, existing businesses continue to provide local employment and there is a range of business opportunities for others, particularly 'start-ups'. The communities of Adversane, Coneyhurst and Five Oaks continue to develop their own distinct heritage and contribute to the well-being of the parish, whilst enjoying the support of the larger settlement of Billingshurst.'
