The NHS 2022 Workforce Race Equality Standard (WRES) found that BME staff were disproportionately experiencing harassment, bullying and abuse from staff and management. However, there is insufficient data available to enable us to identify to what extent structural and institutional racism and policies and processes, are contributing to the low number of complaints based on race are upheld.

We are going to do a 3-month research project with black staff who either work for SE London NHS or Southwark Council (currently or left in the last 2 years), to determine to what extent individual, structural and institutional racism and discrimination are considered by the system e.g. HR and Managers when deciding whether to discipline or uphold a complaint.

We will also investigate whether it makes a difference to the outcome of a complaint if the majority of professionals involved and the final decision maker do not share the same racialised identity as the complainant.
