3. Level 3 - Enhanced Level

At Enhanced level, a maritime organisation will have completed Levels 1 and 2. The organisation will include all aspects of MLC that have bearing on health and provide a framework for monitoring performance. The organisation will also set priorities for:
Identification of health-related consequences of other MLC regulations and codes with steps taken to enhance beneficial aspects and minimise harmful ones. Recognition by onshore and onboard management of relevance (should not be limited to officers) of active health management, such as health promotion initiatives and assistance programmes providing confidential advice on mental wellbeing. Concern for crewmembers’ lifetime health. Ensuring confidentiality of personal information, equity and minimal stress for seafarers in the course of meeting these goals.
 
MLC regulations and codes with health and wellbeing related implications:
  • 1.2 recruitment and placement
  • 2.1 employment agreements
  • 2.2 timely payment of wages (1.2)
  • 2.3 hours of work and hours of rest (active assessment of fatigue risks and actions to minimise them, including appropriate crewing levels - MLC 2.7)
  • 2.4 entitlement to leave (as 1.2)
  • 2.5 repatriation (family liaison, provision for rehabilitation and support to return to work when fit)
  • 2.6 compensation for loss and foundering (as 1.2 plus family support)
  • 2.7 manning levels (as 2.3)
  • 3.1 accommodation and recreation facilities (comfort, silence, minimal stress)
  • 4.2 shipowners' liability (full provision for consequences of injury, illness and death while in service)
