Northern Ireland Executive Skills Consultation - CIPD Member Survey

This survey is an opportunity for CIPD members in Northern Ireland to feed into CIPD's response to the Northern Ireland Executive's consultation on skills.
.Are you a member of the CIPD?
.What industry is your organisation in?
.The new skills strategy has three overarching objectives. Which one do you think is most important?
.Are there any other objectives that you think should be at the heart of the strategy?
.In your opinion, what has COVID-19 changed for skills development on a public policy level?
.In the context of your own organisation, where do you feel the biggest skills gaps exist?
.Do you have any comments or suggestions regarding the apprenticeship offer in Northern Ireland? The could include issues such as qualification levels, breadth of apprenticeships, the Apprenticeship Levy or employer engagement.
.In order to create a culture of lifelong learning, it is key to increase adults' motivation to engage with the skills system. What needs to be done to achieve this?
.Productivity remains a significant challenge to the Northern Irish economy. What, in your opinion, should be the priority actions to address this?
.The consultation proposes the creation of a Better Jobs Pledge. This would require businesses to formally endorse a number of principles regarding employee engagement and empowerment. Medium and large businesses will need to subscribe to the pledge, and actively promote its principles, before they recieve support through Northern Ireland Executive funded support programmes. Do you support such an approach in principle?
.One area highlighted in the consultation is the need to improve so-called 'high performance working practices' - dimensions of job quality like autonomy, flexibility, training. These depend on people management skills. In your experience, what can be done to improve these - either by employers or by government?
.One of the policy enablers suggested in the consultation is to prioritise investment in education and skills. However, this could mean less funding for other areas of public policy. Do you have any suggestions for where savings could be found?
